What is a Smoke Control Area or Smoke Control Zone?
A smoke control area, also called a smoke control zone or smokeless zone, is a legally designated area where it is an offence to emit smoke from the chimney of a building, furnace, or fixed boiler, unless you are using a DEFRA-approved exempt appliance or burning an authorised fuel.
Smoke control areas cover a large proportion of the UK population, concentrated in cities and large towns. Most of London, Birmingham, Manchester, Leeds, Sheffield, Bristol and Edinburgh are fully designated - and coverage continues to expand, with cities like Oxford extending their zones as recently as December 2024. More areas are added every year, so it's worth checking even if you weren't previously affected.
How to Check if You Live in a Smoke Control Zone?
Contact your local council's environmental services department - they are legally required to tell you. Most councils also have one of the following:
- A postcode checker or map on their website showing smoke control zone boundaries.
- An environmental services phone line - search your council name + "pollution control" if you can't find it online.
- The GOV.UK council finder if you need help finding your council's contact details.
- The DEFRA interactive map at uk-air.defra.gov.uk/data/sca is a useful starting point, but always confirm with your council.
What You Can and Can't Burn
Two rules apply in every SCA:
- You cannot emit smoke from a chimney of a building, furnace, or fixed boiler.
- You can only burn authorised fuels - unless your appliance is DEFRA-exempt
Permitted:
- DEFRA-authorised smokeless fuel - ovoids and briquettes such as Superheat, Burnrite, and Smokeless Ovals. Suitable for any appliance, including open fires.
- Anthracite and semi-anthracite - naturally smokeless, no restrictions.
- Gas and LPG - no restrictions.
- Outdoor barbecues, chimineas, and fire pits - permitted as freestanding outdoor appliances.
- Garden bonfires - permitted, but must not cause a statutory nuisance to neighbours.
Not permitted:
- Traditional house coal / bituminous coal - never authorised in SCAs. Also restricted for retail sale in England since May 2023 - see section 8.
- Wet or unseasoned wood - not authorised, and banned for sale in bags under 2m³ since 2021.
- Any fuel not on the DEFRA-authorised list
Fines and Penalties
Local councils actively enforce smoke control area rules, particularly in response to neighbour complaints. The penalties are:
- Up to £1,000 - for buying or burning unauthorised fuel in a non-exempt appliance.
- Up to £300 per offence - for each incident where your chimney emits a substantial amount of smoke in England.
Both penalties apply per offence, so repeated incidents can result in multiple fines stacking up. Penalties in Scotland and Wales differ slightly - check with your local council for the amounts applicable in your area.
Approved Fuels Explained
The full authorised fuels list is maintained by DEFRA at https://smokecontrol.defra.gov.uk/fuels-php/england/
Any fuel on this list can be burned in any appliance - including open fires - within a smoke control zone. The main categories are:
- Manufactured smokeless solid fuels - briquettes and ovoids made from anthracite or coal fines. The most widely used category for domestic heating in SCAs.
- Anthracite and semi-anthracite - naturally high-carbon coals that burn with very little smoke.
- Low volatile steam coal - high-quality coal with very low volatile content.
- Gas and LPG - fully authorised with no restrictions.
If a fuel isn't on the DEFRA list, assume it isn't permitted until you've confirmed otherwise.
Exempt Appliances: The Log Burner Exception
If your stove appears on DEFRA's exempt appliances list, you can burn unauthorised fuels - including kiln-dried logs - within an SCA. These stoves have been independently tested and certified to produce emissions low enough, even when burning wood.
To check your stove, visit smokecontrol.defra.gov.uk/appliances.php and search by brand and model.
If your stove isn't listed as exempt, you have two options:
- Switch to an authorised smokeless fuel - the simplest solution. Works in any appliance, including non-exempt stoves and open fires.
- Upgrade to an exempt appliance - gives you the flexibility to burn either wood or smokeless coal legally.
Note: Even with an exempt appliance, only burn the fuels the manufacturer specifies. Most wood-burning stoves are not designed for coal.
Outdoor Fires: Chimineas, Barbecues & Fire Pits
Freestanding outdoor chimineas, fire pits, barbecues, and pizza ovens are generally permitted in smoke control zones. The SCA legislation targets chimney emissions from buildings - not recreational outdoor fires.
The exception is if your outdoor appliance has a flue or chimney connected to the roof of a building, in which case the usual SCA rules apply.
The 2023 House Coal Restrictions
Separate from SCA rules, the retail sale of house coal for domestic use in England was banned from May 2023 under DEFRA's Clean Air Strategy. This covers bituminous coal in bags of 25kg or less.
This means that even outside a smoke control zone, traditional house coal is no longer available for purchase. The legal alternatives are:
- DEFRA-authorised smokeless fuel
- Ready to Burn certified kiln-dried logs (moisture content under 20%)
- Anthracite and naturally smokeless coals
- Gas and LPG
